Assessing IT Performance Risk on a Proposed Project

On a recent assignment I came across one of the more extreme examples of problems on a project which arose primarily from decisions that were made at the bid stage. This led me to consider the potential usefulness of a utility that could be used to assess the risk of the proposed approach to performance on the forthcoming project at the bid / feasibility stage. The initial version (V0.1) was issued in May 2006, followed by V1.0 (issued in October 2006) and now V1.1 (November 2007). If you looked at V0.1 here is a summary of the changes in V1.0:

V1.1 contains:

The utility is implemented in the form of an Excel spreadsheet, which includes some notes and in-cell help.  There is also a pdf file with accompanying notes which should be read prior to using the spreadsheet. The best piece of advice that I can offer when using the spreadsheet is to be brutally honest when answering the questions.

If you consider that the risk rating which is produced by this utility is questionable, or possibly downright wrong, email me in the first instance with your concerns. I am particularly keen to get feedback on the relative accuracy of this version to check the system of weights that are used to derive the risk rating.

Finally, any thoughts on potential enhancements are welcome.
